What does the SMTP dwell option do on an IP camera

The SMTP Dwell time value which is found on the camera's event screen next to the SMTP tick box depicts how long the alarm latches on for, this determines how many emails you will receive when a motion alarm is triggered.

If the Dwell time is set to 1 second then you will get as many emails as the camera can send in 1 second which is usually 1. If you set the dwell time to 60 seconds you will receive as many emails as the camera can send in 60 seconds, this can result in hundreds of emails and is not recommended.
